Finding themselves on the same side of the fence, Moscow and Ankara would most likely aim to strengthen their partnership by harmonising their positions on contentious regional matters. That is not to suggest that one side will not accuse the other of stabbing it in the back.
This summer, Erdogan made numerous decisions that the Kremlin would have considered hostile. During a July visit to Istanbul by Ukrainian President Volodymyr Zelensky, Turkish President Recep Tayyip Erdogan stated that Ukraine "deserves" NATO membership. Furthermore, Erdogan returned to Kyiv five commanders from Ukraine's Azov unit who had been in Turkey as part of a Russia-Ukraine prisoner swap.
At the time, the Kremlin was preoccupied with the beginnings of the Ukrainian counteroffensive and the Wagner mercenary group's insurgency, and had to make do with verbal opposition from high authorities. Despite Turkey's efforts to negotiate an extension, which included a personal intervention by Erdogan, Russia's sole serious response was to withdraw from the Black Sea grain deal.
While Ankara recognised Moscow's vulnerability, Erdogan was just testing Moscow's red lines. He was not attempting to significantly deteriorate bilateral relations. Erdogan agreed to travel to the Russian Black Sea resort of Sochi on September 4 to see President Vladimir Putin, despite the fact that Putin was originally scheduled to visit Turkey. Despite hopes, the meetings failed to resuscitate the grain deal or produce any meaningful outcomes. The main result was a signal to the rest of the world that relations between Moscow and Ankara were in good health.
Economic data provides compelling evidence of the friendship. Russia and Turkey's trade turnover surged by more than 80% in 2022 to $62 billion, with Russia being Turkey's largest source of imports. The results for this year are projected to be considerably higher.
However, foreign policy has long been a source of contention, with ongoing differences over Syria, Libya, and the disputed South Caucasus enclave of Nagorno-Karabakh. Nonetheless, Russia and Turkey have avoided outright conflict in recent years. With the escalation of the Israel-Palestine crisis, they have found themselves in the same camp, which has never happened on any other important international issue, prompting many to expect that relations between the two countries will soon improve.
